Keynote Speaker

Dr. Susan Elkins

Chancellor of the University of South Carolina Palmetto College


Dr. Susan Elkins was named Chancellor of the University of South Carolina Palmetto College in February 2013. The Chancellor serves as the chief administrative officer of Palmetto College, which includes the coordinated distance education offerings of the College and the University of South Carolina’s four associate degree-granting regional campuses – USC Lancaster, USC Salkehatchie, USC Sumter and USC Union. The Chancellor is responsible for the overall planning, resource allocation, and program evaluation of the four Palmetto College campuses and the online bachelor’s degree completion programs offered by the four senior campuses of the University of South Carolina System – USC Aiken, USC Beaufort, USC Columbia, and USC Upstate.

Dr. Elkins previously served as Vice President of Extended Programs and Regional Development and Dean of the College of Interdisciplinary Studies at Tennessee Technological University (TTU). She holds bachelor’s and master’s degrees in Education from TTU and completed her doctoral work in Educational Leadership with an emphasis in Higher Education Administration at Vanderbilt University.

Susan also holds the rank of Professor in USC’s Extended University. Previously, she served as a Professor in the TTU Department of Curriculum and Instruction in the College of Education. Her publications and numerous presentations have focused on leadership, continuing higher education, and student success issues such as retention and dropout prevention. She was involved in research and service projects totaling approximately two million dollars. Elkins has spent her career of over 35 years focusing on student access and success issues in K-12 and higher education, coupled with internal and external partnerships involving P-16 education, business/industry, and government.

Elkins has also been very active in professional and community organizations. She was the 2015 recipient of the highest award presented by the Association of Continuing Higher Education International (ACHE). Additionally, USC Palmetto College received the Distinguished Credit Program Award in 2016 from ACHE. Susan is a past Chair of the ACHE South Region that includes 10 Southern states, a position that involved serving on the Board of Directors for the Association of Continuing Higher Education International. She is also a Past President of the Tennessee Alliance of Continuing Higher Education (TACHE) and is a recipient of the TACHE Barbara Beeler Outstanding Service Award and the Milton J. Phillips, Jr. Award for Outstanding Leadership and Service in Continuing Higher Education in Tennessee. She has served as a team member on numerous accreditation visits for the Southern Association of Colleges and Schools (SACS), as well as an examiner for the Tennessee Center for Performance Excellence. Dr. Elkins served as the TTU liaison for the Upper Cumberland School Directors’ Study Council and the Higher Education Representative for the Tennessee Superintendents’ Study Council Executive Committee of the Tennessee Department of Education. Susan also served on numerous other statewide committees at the Tennessee Board of Regents and Tennessee Higher Education Commission. Finally, she is a 2005 protégé of the American Association of State Colleges and Universities (AASCU) Millennium Leadership Institute and a 2014 participant in the AASCU New Presidents Academy.

From the community service perspective, Elkins is a member of the Rotary Club of Columbia, South Carolina. She is also a Past President of the Rotary Club of Cookeville, Tennessee and served as District Governor Nominee for Rotary District 6780. She also served on the Board of Directors of the Cookeville-Putnam County Chamber of Commerce where she chaired the Workforce Development and Education Committee and was Chair Elect of the Board of Directors. Susan is also a past Chair of the Genesis House Board of Directors, and served on the boards of WCTE-TV, the Rotary Club of Cookeville, and numerous other community organizations.
